World Rugby champions South Africa are being lined up to replace Japan and join Fiji in an eight-team tournament at the end of the year.
Japan who hosted last year's World Cup, pulled out because of coronavirus travel restrictions.
Georgia was touted as replacements but World Rugby vice-chairman Bernard Laporte says they are now in "advanced discussions" with South Africa.
Fiji is pooled with England, Wales, Ireland while the other pool includes Scotland, France and Italy.
Fiji Rugby Union Chief Executive Officer, John O’Connor says based on ongoing discussions, the Flying Fijians are expected to meet England on 14th November, Wales on 21st November and Ireland on 28th November.
O'Connor says the Flying Fijians last game based on where they finish in the pool would be on 5th December.
There is no official confirmation of the venues and schedules yet.
