While appearing before the Truth and Reconciliation Commission, Rabuka was told that the Commission has received a number of statements from survivors of human rights violations suffered during the political upheavals.
Rabuka was asked in reflection, how does he perceive personal and collective accountability for human rights violations that occurred and what he believes are the moral and legal obligations for those responsible for the events.
Rabuka says he regrets those actions but he had no control over them.
Rabuka says as the events unfolded around him, he was focused on ensuring that everyone on the streets did not have loaded weapons.
He says they carried ammunition but no loaded weapons as he did not want any unarmed civillian to be harmed.
